WHO DO I CALL?

A quick guide for responding to unhoused-related concerns

The right response depends on what is happening, not simply on the presence of an unhoused person.

IMMEDIATE DANGER OR THREAT
If someone appears to be a threat to themselves or others: Call 911.

PERSON IN ACTIVE DISTRESS
If someone appears to be in distress, but there is not an immediate threat: Call Alameda Police Non-Emergency: 510-337-8340.

OUTREACH OR ONGOING CONCERN
If there is no immediate danger, but you would like the City’s outreach team to check on someone:

Submit a SeeClickFix report and select “Homeless Engagement.”

Include the location and, when available and appropriate, a description and photo. Housing & Human Services will assign the report to an Engagement Specialist who will attempt to establish contact.

SOMEONE IS ASKING FOR SERVICES OR SHELTER
If the person is engaging with you and says they would like assistance, they can contact Alameda Housing & Human Services directly: 510-747-6886 humanservices@alamedaca.gov

HUMAN WASTE / BIOHAZARD CLEANUP
For human waste or other biohazard material in the public right-of-way: Call Public Works: 510-747-7930 and request assistance from the Public Works Sewer Team.

Please do not power wash human biohazard residue yourself. The City directs that this work be handled by Public Works staff.

What happens after a Homeless Engagement report?

Housing & Human Services assigns the report to an Engagement Specialist, who attempts to establish rapport with the individual and connect them with available resources and support. When appropriate, HHS coordinates with Alameda Police and Public Works regarding the location and cleanup.
